El VI Congreso Nacional de Farmacéuticos Comunitarios ha batido los récords de asistencia, patrocinadores y comunicaciones científicas de la historia de SEFAC y ha dado cumplida respuesta a su lema: Marcando diferencias. Esta edición, celebrada en Málaga del 22 al 24 de mayo, ha contado con más de mil asistentes, más de setenta patrocinadores y/o entidades colaboradoras y, además, ha superado las cifras en cuanto al número de comunicaciones científicas presentadas, con 201, un 11 por ciento más que en la edición de 2012. La inauguración contó con la asistencia del alcalde de Málaga, Francisco de la Torre, y en la clausura participó la presidenta del Consejo General de COF, Carmen Peña.
Conclusiones
1. El farmacéutico comunitario sigue marcando diferencias con iniciativas científicas y profesionales que se están llevando a cabo desde la farmacia comunitaria y que tienen como fin mejorar la salud del paciente, así como la eficiencia del sistema sanitario.
2. Los farmacéuticos comunitarios deben ser el motor de una farmacia asistencial e integrada en el sistema sanitario. En palabras de Asensio López, médico de familia y miembro del Grupo de Crónicos de semFYC, “aquí estáis los líderes, en las trincheras”. El trabajo, las experiencias y las ideas que se han presentado en el congreso marcan un camino al resto de la profesión.
3. Es imprescindible y urgente avanzar en la implementación de los servicios profesionales con el liderazgo de las sociedades científicas, de forma protocolizada y consensuada con el resto de instituciones farmacéuticas y profesionales sanitarios. La alianza entre todos es crucial para lograr este fin.
4. La Administración no está todavía del todo proclive para proceder a un cambio inmediato en la relación entre la farmacia comunitaria y el sistema sanitario, aunque algunas empiezan a plantearlo. Los propios farmacéuticos tienen que provocar el cambio, rompiendo barreras y acabando con los prejuicios para crear entornos profesionales y de confianza que sirvan para establecer funciones y marcar límites con otros profesionales sanitarios.
5. La implantación y desarrollo en las farmacias comunitarias de nuevos servicios profesionales contribuirá a la inclusión de estos servicios en el sistema sanitario, así como a la sostenibilidad del propio sistema.
6. No todas las actividades que se prestan en la farmacia se pueden considerar Servicios Profesionales Farmacéuticos (SPF). Para prestar un SPF y poder llegar a que este sea retribuido, el farmacéutico, titular o adjunto, no la farmacia, debe estar capacitado para ello.
7. El acceso a la historia clínica es imprescindible para la labor asistencial del farmacéutico, aunque para ello es necesaria la autorización previa del paciente, que es el único “dueño” de esa historia.
8. Los pacientes necesitan que se establezca una relación fluida entre los médicos y los farmacéuticos, siempre bajo el paraguas de la confidencialidad. Por este motivo, es importante que aquellas farmacias que presten servicios profesionales farmacéuticos cuenten con zonas habilitadas para garantizar la confidencialidad en la prestación de dichos servicios.
9. Desde la AEMPS se ha buscado conciliar la realidad de la compra-venta online creciente en otros sectores con las máximas garantías para el paciente y el compromiso legal de que sólo las farmacias pueden dispensar fármacos. Los requisitos de venta segura y de respeto a la ley de protección de datos aconsejan al farmacéutico ponerse en manos de expertos al crear una página web y solicitar su acreditación para la dispensación online de medicamentos que no necesitan receta. El sello acreditador que ultima la Comisión Europea se antoja garantía sólida para asegurar la fiabilidad de las farmacias acreditadas.
10. La dispensación online de medicamentos sin receta no debe verse como una nueva posibilidad de negocio, sino más bien como una nueva vía de comunicación con los pacientes, y al igual que en la dispensación presencial, en esta modalidad de dispensación es necesario seguir unas normas bioéticas.
11. La asignatura de prácticas tuteladas debería contar con las mismas garantías de calidad que el resto de las asignaturas del Grado de Farmacia. Para lograr este objetivo sería conveniente el consenso entre todas las partes implicadas en su docencia. Asimismo, los farmacéuticos tutores deberían tener voz en la docencia, ya que esta se lleva a cabo en sus farmacias. Éstas, a su vez, tendrían que ser consideradas centros docentes.
12. El sistema de prescripción electrónica es, en estos momentos, una herramienta de control de la gestión administrativa más que de asistencia farmacéutica. La parte asistencial apenas está implantada y el paciente es el gran perjudicado, por lo que los futuros desarrollos deberían resolver este problema.
